Dr. Helen Lowman is a Professor of Practice in Political Science at Texas State University. Additionally, she directs the university’s Center for Research, Public Policy, and Training and is a Senior Advisor at the Peace Corps. Previously, she was President and CEO of Keep America Beautiful.

In 2010, President Obama appointed her Regional Director for Europe, the Mediterranean, and Asia, managing Peace Corps programs in 21 countries. In 2014, Dr. Lowman became Associate Director of Volunteer Recruitment and Selection, overseeing the largest Peace Corps department. Subsequently, Obama appointed her Director of the Individual and Community Preparedness Division at FEMA.

Dr. Lowman has served as the Peace Corps country director in China and Mongolia and volunteered in Thailand. She has also held senior leadership roles at AFS Intercultural Programs/USA and the Texas Commission on Environmental Quality.
